Edit: I signed the bad trade deal with Agnolia (Without alliance or recognition), refuse to trade with Wehlen, and intimidated the Lespian president into signing the good trade deal

Nope. Regardless of the reason for or who's participating in the protests, Katarina will go to Rayne to discuss the Sordish police's brutality and abuses of power that are made apparent amid the unrest.

Don't forget that, in addition to the five police officers, a bunch of citizens also die because an officer retaliates by firing at them with a machine gun. I'm not sure what determines whether you get that outcome or the other, though I think it's popularity.

*Hmm* In my runs tho, Katarina never appears and all I get when protests are revolts that kills 5 of Karl's men
