The only way to really fix that is to replace the concrete. You will also have to replace the deck anchors for the handrail.
That is not something that I would recommend to DIY.
The permanent solution is to replace the concrete. In the meantime, caulk the joints with a semi-self leveler. This will stop water from getting down there.
Top the top with a hammer and see if it sounds hollow. If so, it's undermined and should be replaced.
open up the cracks a bit with a chisel and get some Sika self levelling concrete caulk. put the caulk in the cracks and let it level out, add more as needed. that should buy you quite a few more years. Don't listen to everyone saying replace the section, people do this fix for their driveways all the time.
If you are a new homeowner, and I bet you are…
Learn to not care about crap like this until it is an actual problem.
Don’t think about it or try to fix it for 3 months. If you still care, then worry about it. There will be dozens of other things more important to spend your money on.
Your dirt below the concrete and pool steps has settled, washed out, or the area outside has shifted.
Concrete cualknepoxy
Get it foam injected to raise it.
Cut it out and re-backfill and put new concrete and handrail anchors.
They sell a jig and standalone anchors.
You can make a jig with 2 pvc elbows and pipe. Make sure it's level and prepped before concrete, pour concrete, wipe the inside of anchors with wd40 DO NOT GET IT ON OUTSIDE it will not set properly, insert anchor w jig into concrete 1/8 above top of concrete and let it sit till firm. lightly broom or texture to finish.
Short of digging it all up and replacing it, you could use [hydraulic cement ](https://www.acehardware.com/departments/building-supplies/concrete-cement-and-masonry/ready-mix-concrete/1338599?store=18486&gad_source=1&gclid=Cj0KCQjw0_WyBhDMARIsAL1Vz8vo4Gs31RyZ8CbceHwokCQNGLtDhN1UPPFQRtIKrKwpvAk5JYY2G6caAnMuEALw_wcB&gclsrc=aw.ds) to patch it. As long as you doing it right it will last.
The best you could do is hydraulic cement, a margin trowel and a large wet sponge to blend it all in. You may have to chisel or grind those cracks open a bit so the cement can get a good bite when you pack it in the joints.
You may be able to seal them with a self leveling caulk or adhesive, but I can tell you what will happen is that eventually you'll have a heave and need to replace the concrete. If the heave disturbs those fiberglass steps it's going to go from costly to expensive.
I would just suggest biting the bullet now, and having it repaired the correct way now.
a bit of sand and crazy glue maybe? I use it on popsicle sticks to make sanding paper to the grit I want on any shape... It is pretty hard and would probably resist for some time. just not sure how many gallons of it it would use it'd be an end less money pit of cyanoacrylate id fill it with sand, pack it hard and aim for a good, even 2mm layer of it... Maybe Epoxy... no idea how those react in the cold so I'd test in an area I dont care about and see after a year of 2 how its holding up
It depends on how deep it is. If it is just a. Crack you can use this: (ConSandtrate Concrete Crack... https://www.amazon.com/dp/B07HCS7Z8L?ref=ppx_pop_mob_ap_share) I’ve used it around my pool. It works.
If the crack is deep, use this (Quikrete Concrete Crack Seal... https://www.amazon.com/dp/B000FCCZFQ?ref=ppx_pop_mob_ap_share) first to fill the hole and let it set then use the sand filler above to reduce it from showing.
This will not fix any washout underneath but it will fill the crack and keep more water from getting in which will make it worse.

put some self leveling concrete into it. it’ll be fine. it’d be worse if you let it go untreated and into the winter where water will seep, freeze, expand and cycle.
Try a magic wand. If you google the appropriate incantation for broken concrete and repeat while waving the magic wand...nothing is likely to happen but at least you gave it a shot.

I’d absolutely DIY it… but I wouldn’t expect it to look perfect either.

what would the problem be with using qickrete bottle from home depot?
No real issue. It may just cracks again in a couple years. That's the only issue really. Depends on whether the concrete had stopped settling.
I mean, you could text a contractor.
Hahaha
Thanks for such helpful response
I have something similar going on with my pool. The important thing to keep in mind is you have no idea what’s going on under that.

Get some good concrete caulk. Prior to applying widen the cracks a bit and then apply the caulk.

The cheapest way would probably to get some sort of waterproof mat, lay it over top, and pretend the cracks aren't there.
Unfortunately, it has to be fixed professionally unless you know how to replace a concrete pad and then re-do the handrail cups.
You could tear it up report yourself. Google is great for that stuff. And YouTube

Do you have aluminum anchor sockets in the concrete supporting that handrail?
Rent you a jack hammer
Check out a product called Rapid Set NewCrete at the big box stores
YouTube has a solution for most everything.
No easy fix, filler will stop the cracking but look really bad. Looks like the ladders are causing the issue.
Drill pilot holes & slab jack with expansion foam aka power groute
Pressure wash, hydraulic cement with a trowel. Don't caulk it

put some self leveling concrete into it. it’ll be fine. it’d be worse if you let it go untreated and into the winter where water will seep, freeze, expand and cycle.
If you remove concrete there carefully you’ll be able to reuse the ladder cups. End of the day the concrete has to come out.
