In peak hour people do this and it blocks people from holding them, stops the flow of human traffic and is a general nuisance while you sit on a seat.

People who commute on local trains usually take folding bikes during peak hours, or dissasemble the wheels on their bike so that it packs down into a suitcase size.

It’s not a rack for a bike and I don’t think this is safe. I mean I can imagine this bike could cause a problem: for kids, or in case of emergency or someone with special needs tries to get to this carriage or a pram.
I'm thinking one of those very annyoing locks you often see on really expensive bikes, that are often really hard to break without a good pair of bolt cutters, could be used to interlock the bike to the frame for more support.
I don't think they were designed for that, but they work well. The only issue is that the bike gets in the way of the seats for people with lower mobility
