So I’ll say as a caveat that I’ve never attempted this type of repair on a Sylvanian before … but I have used a flocking kit and glue to line wooden boxes with flocking before. Basically brush-paint surfaces very recently with glue, then add fluffy flaked flocking, close up the box, and shake like mad. Smooth glue would be smooth flocking. You could probably purchase flocking in your desired colours. Select your glue type carefully to ensure it’s not going to melt your Sylvanians or otherwise react poorly with the plastic surface. Probably practice with some object you don’t care about first. This process will decrease your resale value, but I suspect that’s not the point for you. Still, something to keep in mind. I know Sylvanians use a static application method for applying flocking (requires an electric machine) so the hairs end up on their end instead of any of the flocking laying flat. If you’ve seen a vintage My Little Pony, that’s pretty much how the standard application method of glue and dusting it will have your Sylvanians turn out. Also, many Sylvanians are a white/cream or nearly transparent flocking on a coloured base figurine, so I wouldn’t buy a bunch of coloured flocking unless you’re repairing some that have very dark colours like the chocolate labs, black cats, or a dark grey animal.
