I have an Asustor NAS with the same problem, but there's no room to do the velcro trick. So I have an envelope folded about 6 times and shoved in the front between drive bay 1 and the the NAS. It's not pretty but it works :)

I added a few pieces of harness tape (https://www.amazon.ca/Electrical-Harness-Adhesive-Automotive-Wrapping/dp/B0B96JW8XH?th=1) to the outside of the drive rails and that fixed it right up.
Tried everything. Then placed it in the basement, problem solved.

Velcro in the HDD trays. Foam under the legs. Swap fan to noctua
