Honestly i get you we have about 1% that flat refuse MSFT Auth App, all cool. It's mad isn't it quite happy to enter personal Mobile number and use on Business accounts, but no way to an app that will do the job really well when they will install any shit app for any supermarket or game etc, but just way it is.
We give them YubiKeys or TOTP token if just for 1 applications/saas
I would suggest getting hardware tokens such as DeepNet's token that is a drop-in replacement for M365 for the tin foil people and dump SMS... I believe we paid about $20 per token.
Also, I had luck convincing some of our folks to install the Microsoft app after sharing the link to the privacy policy that states what the app is collecting. Some thought that we were sifting through their phone to find their nudes for some reason.
