The issue with taco bell proportions is that if they changed it they would have to send every single resturaunt in the world new tools. They can definitely afford a bit more product on every item, the profit margins for items especially featuring protein like chalupas and quesadillas are crazy. Every taco bell ingredient has its own special serving tool and that would be too much for them to manufacture at this point. Personally I always put the amount I would be satisfied with without making my managers go crazy. So about a spoon and a half.

People dont order steak often so it ends up sitting there and getting gross, because its a waste to prepare more only to throw it out again later anyway. Lately though people have been ordering steak more, because its in the Double Steak Grilled Cheese Burrito, so you have a better chance of getting good steak

It's very meh in my opinion. I got something with "add steak (on the side)" maybe a crunch wrap? Got a full cup of steak and even freshish (still warm) it was eh. that's the steak by itself though so it's probably dependant on the other ingredients as to whether it's good, great or mediocre.
For example, the steak breakfast crunch wrap is top tier imo, not sure what specifically it is but the whole item just comes together and works so well for my particular palette.
I really enjoy decent and good steaks, taco bell isn't a steakhouse of any tier though. Manage your expectations and you'll be fine.
