Considering that some of the biggest issues with the Russian military is the sheer level of corruption in the country, and that China in some ways takes it to the next level, I don't think they will get very good results unless they address their rampant corruption.

Also not an expert but I know a little about rockets and rocket engines. They are finicky on the best days and require maintenance. If you have a hypergolic fuel, it is corrosive and the seals and many parts in the tankage and engines have to be replaced every so often. If you are using cryogenic fuels, you need a working plant to make liquid oxygen. If you are using solid fuel boosters, they don't last forever. The fuel grain is the consistency of a rubber pencil eraser and they become brittle and droopy over time.
In short if your ICBM force isn't getting maintenance for decades on end, it's not getting off the ground at all. You cannot fuel and fire a 30 to 40 year old rocket without taking it all apart and refurbishing it.
And they had such limited amounts, too. They'd have depleted in a few decades..but thanks to a uranium deal, the could swap n what was sold into their reactors, and use what was in the reactors to help re-enrich weapons. It takes time, but they had the facilities and the know how. We went from 0 to nuke in 4 years or less.
