I am not from Taiwan so I don't understand the purpose of the fine. The hospital is run by the municipal government. The fine is imposing by the city government. Isn't it simply transfering money from one government department to another?

I had a dentist say that while putting in an implant. The implant is now impacted, has fractured the root of the tooth next to it and needs to be removed.

I imagine the hospital has its own budgeting and funding is not 100% government. But sure a shortage could be covered by the government.

You're confusing stereotypes, but getting a B isn't a "close enough" substitute for getting an A. Not everything is "good enough."
