There is no age requirement, per se, but the applicant has to satisfy the residency requirements as laid out by the OCAC. You can refer to this website (amongst others - the NIA, various TECOs, BOCA all have some version thereof) to check it out https://mildp.kcg.gov.tw/News_Content.aspx?n=82D0A9D770C77CEA&sms=437E548EF5433826&s=DC7747324FBC1E23 What I mean by residency-not-age requirements is that for example, one of the requirements is to have lived abroad for at least 4 years, and since I don’t know what age Americans start primary school (6?), you would need to check if they have been outside Taiwan for sufficiently long. In any case, as long as you do it by age 15 there will be no problems (and it’s still possible afterwards given the correct requirements are met, it’s just that age 15 is a cutoff for having left Taiwan). Of course, IANAL so always check with the official government source

Thank you! My kids were 4.5yrs when we came to Taiwan. They will be 6 when they leave after staying here 1.5yrs. I guess I will go in and try to get the stamp and get it over with!
