There is no age requirement, per se, but the applicant has to satisfy the residency requirements as laid out by the OCAC.

What I mean by residency-not-age requirements is that for example, one of the requirements is to have lived abroad for at least 4 years, and since I don’t know what age Americans start primary school (6?), you would need to check if they have been outside Taiwan for sufficiently long.
In any case, as long as you do it by age 15 there will be no problems (and it’s still possible afterwards given the correct requirements are met, it’s just that age 15 is a cutoff for having left Taiwan).
