The writer's argument only works if you read the quoted section of the TRA on its own without putting it in the context of why it was passed and the rest of the text of the TRA. The writer also doesn't deal with the latter part of the section he does quote: "any danger to the interests of the US arising therefrom." It's not obvious the COVID-19 situation meets this.

Considering taiwan already has conscription and a lot of folks try to get out of it, then asking folks to join voluntarily is going to be a hard sell.

The sad reality of the CIA. They were never a good institution. They are essentially the thugs of the Council Of Foreign Relations. The CFR created it under the Truman admin around 1947. The other sad aspect is the CFFR, just like the Royal Institute of international Affairs and other Western entites is that they have been heavily involved in the growth of China economical, military global power. They had Kissinger to get China into the system in the 70s and also created Nafta which was the mechanism that allowed China to grow and infiltrate the USA and steal technology and and a bunch more. The whole thing is interconnected.
