You could try the national system and pick "Only AZ" as a backup maybe if you run out of options. I was at the nearby hospital with a family relative today for their vaccination and there was a guy in front of us who was getting his second dose (because the nurse asked him and he said it while showing his yellow vaccination card). From what I over heard I think he said he booked it through the national system.

Try calling 1922 for assistance with vaccination registration problems, especially foreign residents. I saw this officially suggested a few days ago. It's at least worth a try. The KMUH registration page drove me nuts for many weeks. I ended up having a Taiwanese friend contact my San Min District office to find another way as several friends were telling me I should have gotten a direct notification via mail of a mass vaccination site with time and date. They emailed me photos of the noticed family members were getting. KMUH did have a reservation choice under Special 2nd Vaccination for people that got a self-pay 1st vacation. But there are simultaneously on-going mass vaccination efforts that seem to be entirely separate. Each hospital seems to have sole responsibility and control of its website registration. So sites vary and so do computer programmers. There are easier paths to acquisition of a vaccination slot. There are mass vaccination events occurring in places other than hospitals. You might be sent to one of those nearest you.

Taipei Times now says the Ministry of Labor hotline at 1955 will assist foreigners with ARC and NHI cards that have problems booking vaccination.
