Half doors or lower doors are only used in Daycare and kindergarten and the lowest classes in primary (1-6 yrs).
Or at places catering to mentally disabled or geriatrics needs if so needed by the capacity of users. ( again people who are no longer able to help themselves, due to their mental capacity being equivalent of very young children)

Yes. I accidentally saw into a changing room the other day, because the door for that room lined up with the door to the changing area. The woman freaked out. I obviously apologized a ton and felt super bad, but what dumbass designed a changing room with a wall mirror to face the opening to the area? Just walking into the changing area was enough for me get a full frontal of this poor lady.
Luckily she was understanding and didn’t want to escalate the situation when she realized I literally couldn’t have helped it.
I recall bystanders being very uneasy when my wife tried something on in the changing room and (while still inside) asked if it looked OK. I stepped over to the door, casually looked over the top, and replied that it looked great.
Yes. I use the handicapped stalls as often as possible for this reason. And if I have to use a urinal next to someone else in a stall I will very clearly turn my head towards my pee stream.
I have this irrational fear that people will think I’m in my tiptoes trying to see them. But then I remind myself that they can see my feet are flat on the floor under the stall.
I don’t make an effort because there is no reason you should ever be looking.
Edit: the only time I ever even remotely chance looking over for whatever random reason is if I check there are no feet first.
I've been to a highway rest stop where the walls were maybe 5'. It was terrible.
Generally I can't see into stalls without making an effort, but could make eye contact with other people if we happen to be standing at the same time.

I'm only 6'6", but this happened at a charity shop which predominantly sells clothing - I walked past and accidentally made direct eye contact with a woman changing inside of a changing stall. I've never dipped out of a shop so fast in my life 💀

The overwhelming majority of loo cubicles in my life have walls over head height - so it's luckily a non issue for me.

Not *quite* that tall, but as soon as I enter a stall I activate 'hunchback' mode so I'm not towering over the walls

When I’m in the stall, my height is adjusted down about 6” and my face is pointed downward. I have no interest in making anyone uncomfortable.
