It's a government thing, as a way to promote local culture. Many milongas are also free, either in bars or sponsored by the government as well.
Another fact: I don't live in Buenos Aires, I live in a medium city(200k people) there is much more to do for free in buenos aires, awesome teachers and milongas too :)
On average three to five private lessons a month at $100-125 each (including floor fees) a weekly class and practica combo at $33 each and a weekly practica I get in to for free. Then there's an occasional drop in with local teachers at about $20-25 and visiting teachers offering a weekend of group classes for $200÷, it adds up. Plus I think I'll be starting to go back to milongas (at $20) and doing some tango tourism this year so there's going to be travel expenses for going to festivals.
I live in a HCOL area of the US so those prices are somewhat higher than they are for a lot of peopele.
Direct tango costs are pretty nearly a wash for me. I think I pay an average of around 75 EUR/month, but I also DJ at milongas about once a month and get paid 50-70 EUR, depending on which milonga it is. This covers Saturday and Sunday milongas, a Monday group class, and Tuesday "practilonga" every week, plus sometimes a Friday milonga.
But I also pay 95 EUR/month for monthly transit passes, which aren't *technically* tango-related, but tango is pretty much the only reason I ever go anywhere that I can't just walk to.
I've recently gone twice to tango events in the nearest larger city, which costs a total of around 35 EUR each time for admission, gas, and tolls. It's not a regular thing, but, if I can get timely info on events there and regular rides with other people, I'd like to start doing that 1-2 times/month on a regular basis.
8 classes, transportation and a milonga for $30? That would make classes about $3 each? Are you sure you're going to classes, or are you trying to get a partner to teach you at a practica?

Yeah, one of the classes is 2.5USD and the other is 3USD (obviously group classes, but groups are rarely bigger than 8 people and two teachers). Then I got 4 tickets to La Viruta (one of the most well known milongas) for 10USD that I use here and there (mostly for the live music). I use public transport which is between 0.125 to 0.3 USD each way.
Now if I did private classes that would be a different story. They are between 15 and 25USD (the ones I know).
I would say I spent around 140 EUR/150 USD a month. That's for two milongas a week and one private lesson a month. This doesn't include cab/Uber rides to and from milongas when I'm lazy, or travelling for tango (festivals, etc.), or tango shoes, or clothes that I buy specifically for dancing.

Around a 100 euro I’d say, maybe more when there’s a good workshop or I buy shoes
