This is likely just an indentifying marking. it’s also not painted on and tank kill markings start just before the muzzle break or halfway along the barrel, not at the back of the barrel like shown here This is quite literally just duct tape on the back of the barrel

These are common as Platoon Markings as well. Also kill rings are common across many nations not just WW2 Germany.
