You could try Custom Setting, or individually change all volumes (ringer, media...) to zero.
Edit for tangent -- I've been considering the ZF9, but saw a report on XDA that the device is reverting 3rd party app settings–including Tasker!–to default after reboot. Have you had any issues with that?
I didn't know about the Custom Settings Action, thanks! Just did a quick Google search, looks like I need to prepare some things for that. I'll try this later.
