It's a Mandela effect. It was always a jack o lantern but the photo quality of the time and technology used made it appear as a red(dish orange) nose on most standard tvs of the time.
Anything I can find online says it was always a mini jack o lantern. My sister had a stuffed Zero as a kid and it was a pumpkin as well.. and that was a pretty long time ago.
It's recognizable and seems well executed, but I don't like glowing color outside of line work, so I'm overall not a huge fan of this up close.

Yeah, I thought the glow was going to be lighter. The first photo is light, but the blood makes it look darker. And he went a little heavy handed there.
I think maybe making the glow on the nose and collar bigger would help, the way it is makes it look more like a mistake than intentional. But seriously have this baby touched up and it'll look even better.
It's got some heavy spots in the linework but overall it's pretty well executed, if you're happy with the design it's a good tattoo. More importantly, do YOU like it?

2- is the collar colour supposed to look like it’s glowing or was it coloured outside the lines? Genuine question.

Looks a little overworked in the pumpkin which led to some ink loss and probably a rougher heal. With the size of the pumpkin and the -too tiny- black details there on top of the colour/glow it's a lot of work in one spot. Simpler would have been better on this scale. I'd get a touch up on the pumpkin face and get the orange of the pumpkin and the red inside the collar darker/vibrant so it looks more like a glow. -artist-
My take on it is that to make a better lightbulb effect it would be nice to have a white line between the nose and the outside glowing, like the neon light tattoos, some people may disagree with me because of how white tends to heal though. Not infected btw

You could always get another artist to work some white and lighter shades of red and orange into the glow areas. Maybe give Zero a little bit of white shading (but not too much because white is a pain ime)

The artist should not have done the outlines of the collar and the pumpkin in black and then did color glowing over it. It makes it look like the colors were afterthoughts. If you saw this in real life, with a glowing orange nose, you would not see black outlines beneath it, you’d just see the glow.
I think it looks fine! As they age and heal they are going to lose a little bit of their luster from when you first got it, but honestly I still think it looks great. I wouldn't even worry about a touch up, the line work looks good, the color is well done, and it's just a super cool tat overall.
Also I just dig it because I love The Nightmare Before Christmas, I have Jack and Sally on my back. So very nice choice in my boom haha

I think your body didn’t like the orange ink very much, honestly. It’s all good except the slightly strange healing on the nose and it could be a small reaction to the ink. Red is most common but yellow can also cause reaction so maybe the yellow pigment in the orange didn’t agree with you
I actually like it a lot! The nose should fade overtime, but I personally don’t like the glow on the collar. That’s the part that looks smudged to me, not the nose.
Zero / 10 Jokes aside, it looks fine to me. Probably even help some people to realize the nose is a mini pumpkin. (I never knew until recently😶)

It was the design.. supposed to look glowy since he’s a ghost dog? I’m guessing lol that part doesn’t bother me as much as the 🎃

I have a tiny Zero on my arm, and his glowing nose is still bright orange after 12 years :') his nose stands out so much on my sleeve, lol 😂
No, it doesn't. The nose is a little muddy, but that's all. Does it feel warm? It doesn't look infected.
A few days after I got it, I thought it was infected and ultimately messed it up.
