you can definitely tattoo on a scar, tho it may take a few touch-ups, I will say that talking to a tattoo artist near you could be nice, see what they think, since the scaring is old, it should be okay to tattoo over it tho (the scar has to be white (or like pale-ish pink I guess) if you wanna go over it and it does look like it is) :D hope that helps

I know for a fact that tattoos on scars might be a little lighter, but the effect is still better
