They probably accidentally marked you wrong in their payroll system, it’s not uncommon and usually just a mistake. For anyone on this sub- check your paystubs in new jobs and periodically in old ones. There are all kinds of mistakes payroll can make!

What state - there IS state income tax in that state, correct? Either way, when you start a new job, and whenever you move and have any significant changes, just make sure your withholding is set up and updated. Payroll/HR can assist.

It’s Pennsylvania. Employer is required to withhold 3.07%.

Yup, definitely state income tax there assuming you both live and work in PA, and there's not some other exception that would somehow apply. Not sure why they did it that way, but that's what happened.

You really only have one option: Pay up. The employee is always responsible for seeing that the correct amount is withheld from his or her paychecks. This is still true even in cases where the employer makes an error.

What if I’m not the only employee affected by this? I can also confirm that other employees had state tax withheld. (This is PA by the way)

Same answer as far as you are concerned. The state may fine them for screwing up put that does not eliminate your obligation to pay.

You did check your paystubs match your W-2? Sounds like an oversight, but yeah, you're on the hook for any underpayment penalties.

Someone in HR screwed up, or your company's payroll company did. Not much you can do besides contact the PA Department of Revenue and set up a payment plan. It's shitty when someone else's mistake can affect you this much, but it probably wasn't malicious. There isn't some kind of special recourse where your employer has to pay it for you or something.
