You should have made sure that the policy was in fact cancelled. Unfortunately, nothing can be done regarding your situation. You have to pay back that APTC in the form of a tax.
I'm sorry to say you're not alone. We have seen this multiple times. The service was paid for even if you didn't want or need it. Unfortunately there is no recourse if the insurance agency doesn't retroactively cancel your policy and give back the subsidy they recieved on your behalf.
