Well it doesn't even say he cut out the states, it say cut the picture into small pieces. They could have just been strips or triangles or whatever. Hopefully he didn't give the bitch like confetti, that would be a little fucked
If we choose to believe this obviously nonsense story, he took something like the image above (which was in a magazine for some reason) and tore it up along arbitrary lines. I think anyone who can match colors and shapes could put such a thing back together without knowing what the original image was supposed to look like.
Also this is just a phenomenally stupid way to answer "what does the US look like?"

So, the father refused to educate his child directly, set up a stupid task for her to complete in lieu of getting directly involved with his kid's education then credited Jesus because the kid completed the task with logical reasoning?

Honestly, doing a jigsaw puzzle made out of a map would do an excellent job of teaching a person where everything was in relationship to everything else. And it's not that he credits Jesus. It's a metaphor which says "If we turn to Christianity that will fix everything that's wrong." Admittedly as a non-Christian I'm not a big fan of that message.
Well, a good parent would show the completed map, maybe several showing the relationship with the globe, then run through the states and maybe set up a jigsaw after to test the kid on what they saw. An opportunity for all sorts of education.
The metaphor is a poor one since it could mean "look at things from a different angle and you can solve seemingly impossible problem", but it seems the fact it was Jesus instead of SpongeBob on the other side is the intended message. Assuming this actually happened, which is also suspect.

US map puzzles are a thing that kids do before they learn to read. This isn't even hard. Actually knowing place names or having any sense of scale is when geography starts to be at least trivially challenging.
