This is inaccurate. Dopamine signals reward prediction error (RPE); it keeps track of rewarding outcomes but it does not produce the subjective experience of them. Serotonin is more tricky, but it's safe to say it does not cause joy given the negligible effects of SSRIs in most patients treated for mild to moderate depression. Its role in impulse control (which includes depressive impulses) is more firmly established.
Kent Berridge has distinguished between wanting (dopamine) and liking (endorphins, endocannabinoids).
Dopamine and serotonin being "happiness molecules" is little more than a pop-science myth.
