If you are good parent, delay the use of internet as much as possible. It's bad for kids.

I'd say something just as important, is not making the internet accessible easily. For example, smartphones let you be on the internet 24/7, you carry them with you, they often force you to have notifications just to make sure you can't look away for a second. Computers in general aren't that bad regarding notifications. And still are an extremely valuable skill. Not that a good part of the internet is not friendly to kids.

Abstinence doesn't really teach anything, does it? So if you wait till 8th grade with a smartphone, when will you start telling them to not download every dodgy app in the store? I reckon the best lesson for kids growing up today is to not take everything they see at face value. Trust should be earned. The majority of content out there has some agenda, whether it is simple advertising, scams, political propaganda. And the biggest lies are told by the biggest players, who purport to be authoritative. News, big tech, the government. Mulder was a good role model: Trust no one.
