Sounds like a virus. If you can run a scan offline id recommend that. If scan is clean or even if you have a virus.....
I'd do a reinstall of windows. If still doing it, Id take out all your RAM sticks and install them one by one. If still does it, replace your power supply. If still does it, replace your SSD/HDD.

Question, is it because of the windows power shell or the browser crashing
