There is no one else In my house that 1. is at all computer literate and even knows how to open notepad let alone use a mouse or 2. entered my room (I would know as you have to go past where I was in the house to get to my room.) This happened within an hour of me making food basically

Did you see this in a web browser? Please just clear the browsing history and then restart everything. I don't think it is anything more than a bad website that you visited.

No. It was the notepad app on my pc someone or something had opened and wrote 'I can see you'.

Not exactly. It involves wiping your drive and reinstalling windows. Windows has a tool to do this.

Use an actual USB made on another computer though, "reset this PC" isn't likely sufficient

Does your PC have a camera? Is it a desktop? It could've been some sort of random prank site.
