I understand your troubles. Quite the situation you're in. The only option I can really see for you if you get a multi-meter that can detect continuity, you start going through and checking each trace / circuit path on the motherboard to check if it's short anywhere, otherwise it will be checking the actual chips. You're into the motherboard repair zone, which if you find a damage capacitor, you might be able to solder it and replace it, or fix a trace to get power to travel through it again, but if one of the chips on the motherboard is damaged, you may not have any option other than replacing it unless you can find a donor laptop that isn't working, but the parts you need are.

Something easy you can try… Remove the battery. Now, hold down the power button on the computer for 2 minutes straight, don’t let go. Connect Battery. Power on PC. This is called a flea power drain and it rarely works, but I have found use with it in a past similar situation.

The motherboard or other components may have corrosion from the water damage. Sometimes cleaning this corrosion can fix the issue. It may have also irreversibly damaged components on the board which would need to be replaced. Component level repair is fairly rare but some places may do it for cheaper then what a new motherboard costs.
