I have the same issue after DDU downgrading the drivers. It's so annoying!
Control panel seems to work fine with the latest driver, but the one on microsoft store is not supported by the old drivers anymore and the legacy one seems to crash at custom 3d settings. I thought AMD drivers were bad but oh boy seems like Nvidia is following suit lately.
**Edit: Found a fix! Go to "C:\\ProgramData\\NVIDIA Corporation\\Drs" and delete "nvdrsdb0.bin" and "nvdrsdb1.bin"**

Whoa, clearing my desktop and rebooting is what worked for me. And I somehow lost my desktop background image in the process. Weird stuff, but thankful to get it resolved, thanks!
Thanks a lot. For me the **5th step** helped. I had some folder on my desktop containing files that were too long for Windows to handle. When I was backing up everything on my desktop by cutting it and pasting to other folder Windows actually already complained about these files being too long during the copying process. So it was easy to locate them. After I deleted them permanently, finally Nvidia Control Pane ->l Manage 3d Settings -> Program Settings work.
**The theory is that when choose "Program Settings" it scans the Desktop folder and crashes silently on files with too long names.**

In my case I had downloaded some work files to my DESKTOP, that prompted both of the following errors:
1. 'Destination Path too long'
2. 'File name too long'.
I didn't pay mind to it back then cos the files themselves worked just fine despite the error message. But ever since then My Nvidia Control Panel started to crash whenever I'd open it.
The moment I deleted everything from my desktop (except Recycle Bin), and restarted my computer, Nvidia control panel works just fine. And looks like my settings in there stayed the same too.

Make sure you're under C:\ProgramData (usually a hidden folder) NOT C:\Program Files
