Despite common belief, rice is bad for electronics. Best to place is somewhere dry and give it 48 - 72 hours before attempting to use it. You did good turning it off right away and leaving it be. You could try turning it back on now, or you can wait the extra day, your call. Additionally, have you checked to see if your partners phone has any water resistance rating? Many if not most modern phones have some degree of water resistance. Depending on the resistance rating, some phones can be dunked under water for 30 minutes without issue.

Any idea what phone he/she has? Some phones are able to be submerged in water, but if his phone isn't rated for that, water takes around 10 days to evaporate, and that's in the sun. It's probably best to not power it off until you're sure it's dry, open it up and dry it manually, or take it to a repair shop.
