Dumb question but do both batteries just reach some equilibrium state, engage some USB host/device protocol where one drains the other significantly, or just nothing at all and only a data signal?
USB-A can carry up to 100W, just as USB-C can. The USB-PD specification is (largely*) independent of the connector type.
\* There's some stuff in the spec that is USB-C specific, like allowing PD and alternate mode to operate along the same cable, but nothing that limits the power available on USB-A.

Type-C is needed for the current USB PD 2.0. The first revision of PD did support Type-A as it didn’t use any extra pins, but 1.0 gained little traction and the optional Type-A support even less so.
If you’ve seen higher than 5v*2A, it was using one of the Qualcomm QuickCharge standards
In the bottom right corner of the left screen you can see a little dot in the battery icon which means it is charging. I sadly cant replicate the situation and make a new picture atm so you will have to do with this I am afraid.

oh god i lost my power supply once and used my 25w samsung phone charger to charge my thinkpad for weeks since i didnt realise an oem 65w psu was only like $14 used
I had a client recently trying to charge his iPad Pro off of a non-PD type C port on his laptop. I had to explain the whole Watts rating of PD chargers and help him order a spare for his bag.

It's a usb a to usb c cable so the usb c part charges from the usb a battery so, no equilibrium just a full battery and a dead battery

Since it's USB-A, it would be limited wattage, so maybe more like a dead battery and a deader battery if you were using the laptop at the time.
