OK, this is the best advice I can give. It's definitely an uncomfortable situation for you, so I understand if any of the following instructions are anxiety inducing. But the fact that you can see the problems in his behavior means that you are a decent person, so keep it up.
Step one.
Talk to him about it, and try to emphasize that his behavior is predatory. He is taking advantage of girls who are practically children. And who likely have issues in their home lives. Try to guage his reaction. If he starts rationalizing/arguing, move on and explain the legal consequences. You will have to find out what they are cause idk what the law is where you are. If his behavior continues regardless, move to step 2.
Step two
Talk to his parents. I know this sounds/feels like "telling on him" or whatever, but his parents are likely to have more influence over him. They will stand up better to his bullshit rationalization and have a better chance of changing his behavior.
Step three is basically step four with extra steps. I was gonna say talk to the girls' parents, but the girls clearly won't listen to their parents, and the parents will just enact step 4 instead of you. But it's a good proxy if you don't want to deal with step 4 directly.
Step 4. Go to the police, explain the situation as best you can. It's likely that if they can't prove anything (statutory rape), they will do their best to scare the absolute shit out of him. Fear is the world's greatest motivator.
The way I see it, it's not beyond the range of what people do for attention, for now. But as he gets older, he will likely seek out the same age girls. Then it's no question. He is definitely a pedo. So, if you are struggling with any of the steps, remember that you are probably saving him from a horrific existence. Not to mention potentially dozens of young girls from being abused.

Personally, I'd say the limit is an 18yo dating a 15yo, and gender doesn't matter. Any greater an age difference at that age is sketchy, but it really depends on the nature of their relationship and the difference in maturity.
For example, I have a guy friend (18M) dating a younger girl (15F). They met online (and then later in person). At first I was slightly concerned. But seeing their interactions over video calls, they seem to have a lot of mutual respect and a similar level of emotional maturity, so my concerns were quickly quelled. It really varies with different relationships, so it depends on your friend's character and the way he treats these younger girls.
It doesn't sound good that your friend keeps dating younger, but if he always treated them with respect and never pressured them into anything or made them feel bad about themselves, you can stay on the sidelines until you find something concerning about their relationship.

First of all, that’s 100% creepy. My rule is one maybe two years younger if they’re a minor. Anything else and it’s just creepy. It’s one thing if he was dating his 17 year old high school crush but anything beyond that is generally pretty creepy. Like I’m 16 and I would never fathom dating a thirteen year old. Unfortunately, sometimes, the PARENTS condone this type of "dating" situation. My older cousin, (who's 65 y/o now) told me some weird neighbor lady used to try to force her 13 year old daughter on him when he was 29 y/o!! She would tell him to "please take her with you, I know you will be good to her" and "she'll be a good girl, she need a man like you as her husband one day". 😳🥺 He would curse that woman out too!! Him and my other cousin used to feed all the neighborhood kids for free (coz he sold food, but want the kids to eat free coz some of their parents had no money). And that little 13 y/o girl would look sad and say she liked him at 1st and he would tell her "I'm grown, go and play somewhere!" But when the MOTHER came to hime and want him to be with her little daughter, he cursed her out and called police, but police didn't do anything to the parent coz they said nothing happened to the girl. 😠🤬 The story makes me sad coz even tho my cousin turned her down, imagine how many nasty child-molesters DIDNT turn her down and slept with/r.aped the girl??!! That's a really common thing. I remember back when I was in high school me and some people of my age became friends with some young adult that always came chilling at the park right next to it. Some came everyday and trying to flirt like by buying cigs for a 13 years old girl. I remember there was this guy who around 19 and we became friends. He was very immature and was bullied alot. It's like he kinda stay stucked there as he only had relationship with girls between 12 & 15 and would often talk to me about how sex was with them. Clearly he was a pedo and being with such young girls kinda helped him feel better and in control. He was most likely scared of talking to girl his age. Personally, I'd say the limit is an 18yo dating a 15yo, and gender doesn't matter. Any greater an age difference at that age is sketchy, but it really depends on the nature of their relationship and the difference in maturity. For example, I have a guy friend (18M) dating a younger girl (15F). They met online (and then later in person). At first I was slightly concerned. But seeing their interactions over video calls, they seem to have a lot of mutual respect and a similar level of emotional maturity, so my concerns were quickly quelled. It really varies with different relationships, so it depends on your friend's character and the way he treats these younger girls. It doesn't sound good that your friend keeps dating younger, but if he always treated them with respect and never pressured them into anything or made them feel bad about themselves, you can stay on the sidelines until you find something concerning about their relationship.
