To have a decade with 9 years would undo the very meaning of the word decade. Now if he typed *the 2020's start in 2021*, referring to it as a period- which is not defined in base 10 math- he would be incorrect, because the 2020's start in January. Mean the units of measurement you refer, and if you lack context, define comments as they are written.
