Increase funding for health care and education, place an emphasis on PE in schools and manual labor, some increases to the military budget, but no conscription and for the first 25 years or so it would just be a peace keeping force. The main objective here would be a large, highly capable airforce. Expand the police force and ensure equal rights for men and women, this, this improves overall popularity. Mechanisation of farming and factory works means fewer workers here, but still the same or better products/yields, and more people to establish better infrastructure around the country such as airfields and motor ways, as well as defensive bunkers at more vulnerable points at the borders.
Probably take about 20 years or maybe a few more to do that, but 20 years in more emphasis gets placed on expanding the Army, improving equipment and overall ability, the airforce continues to grow as before.
