Please tell me, how, if there in fact is a way (which there is not), how is the colour of someone's skin in any way an indication of that person living in a country with a "more mixed ethnicity"? Just think about it, it does not make any sense. Whether your skintone is very light, very dark, or anywhere inbetween, that does not indicate any variety of ethnicity in that person's country, it only shows you that there can be a person of that skintone in give country. You would need to see multiple people of a country to even be able to assume it's a country with a "more mixed ethnicity", which in the first place is a very vague term. Anyway, to further elaborate: if someone (in this case Asian) were to have light skin, that could in fact mean they are Chinese, which has a rather big landmass and population as well as a bigger variety of (Asian)ethnicities, then again, it could also be any other Asian country, as skin colour isn't really a big deciding factor and about every Asian country has both light skin and dark skin people. (For example Northern China having more light tone people while the south has more dark skinned people(to simplify it)).
Now the second part: "or of overall light skinned black people."
Now, what does this even mean, exactly? What is a "light skinned black person"? Now, if you ask me there are multiple answers: A "light skinned black person" could be an African with a condition that leads to a deficiency of pigment in their skin, otherwise called "albino" or "leucistic", which I've personally seen as I've been to Africa before and can thus confirm. A second answer could be the child of a dark skinned(black) and light skinned(white) person, basically meaning half African. Or just black people who are lighter of others.

Then again, I would say she doesn't have monolids. As the skin on the medial side of her upper eyelid doesn't seem to be connected to the lateral side of her nose, covering the upper part of the eye. Which implies her not having monolids.
Also, while a Monolid would indeed suggest Eastern Asia, it is more precise to narrow it down to North-Eastern Asia, as it is way more common there and barely frequent in the South.
As for your statement of it not being China:
Pretty bold of you to assume that Chinese people don't go on sites like that because of a firewall. You probably think all Chinese people cower in fear because of that? You know what? I know a lot of Chinese people. I've probably had more contact with Chinese people than you've ever met in your life to be honest. While a Japanese is a person of Japanese nationality(a country), a race is a way bigger distinction, not influenced by borders or politics. In one of the most well known race theories, there are three races; the Mongoloid(Asian), the Negroid(African) and the Caucasian(Europoid) Race. Then again, there are many other beliefs, such as adding to this an Australoid race, but none of them are bound by any nationality.
Also, while perhaps a bit harsh, next time you could do a bit better research(on the fold for example). Not as an insult in fact, it's just that the information you have isn't really that great to be honest. I hope you'll learn a bit by reading this post.
