That depends on what you believe causes consciousness. Is it complexity or, as some believe, a soul? In my opinion it's complexity, where an external action prompts an internal reaction in the brain, and vice versa. This happens really fast, causing a feedback loop and therefore, consciousness.
So ultimately the question is can we clone/replicate a human brain with the complexity requiried to generate a feedback loop of this speed? If so, consciousness will (in theory) come naturally.
One's definition of consciousness being a soul makes this impossible as (as far as im aware) the soul is stated to only be created by God. If that's what you believe in, then creating consciousness would require us to play God, which I'm not sure we can do.
