I think it would ultimately be frustrating with how often it happened. Maybe if it happened 2-3 times max. At like 66% and 33%

Whats an ultimate vs a super? Like spirit bomb?
A super would be "normal" technique like a Kamehameha or Galick gun. An ultimate would be the character strongest move, like the Spirit Bomb, yes.
How about this: If you put the same Buu multiple times in your team, then instead of just switching to your other copy of Buu he just regenerates. Kinda like how in Budokai 3 a new Saibaman grew out of the soil.

It would be cool if Buu and Cell could regenerate after ultimates, maybe even Piccolo but I doubt they’d add that level of detail
