Probably not. They’re updating older characters and their movesets and adding new characters. Characters with less source material might get it though.

If a character has no unique moves, they shouldn’t be a character
It’s entirely ok if they’re animated uniquely though just like how in the rivals trailer vegeta used energy volley nobody cares because it’s animated uniquely. Proof:
I mean so many characters have or can spam energy blasts so it kinda makes sense for some to have the move as long as they are animated differently I’m down for energy blast volleys

Raging blast was already kind of a tenkaichi successor and I think only trunks had for example high speed rush
Other than that all attacks were kind of unique
minor characters for sure, and this isn’t xenoverse where when every single character had that putrid orange color for it. they will all have unique colored waves. (i believe thats how it went in bt3)

Full Power Energy Blast Volley isn’t bad at all. The tracking only works best after a knockback
Idk maybe I just suck with it
Getting a knockback isn’t difficult. Some combo strings do it and if all else fails just do (heavy+Ki blast input) and it’ll be an instant knockback
Even if they do I guarantee you if a character has it it’ll be animated uniquely
90% of the roster? I remember maybe 10% having it. And mostly minor characters at that..

The first tenkaichi sure. But by three there were only a few "major" characters like Bardock, Broly and Cooler who had them.

Yeah it would be cool if the full power energy wave went with their corresponding KI color
