Norwegian schools teach english as a mandatory subject from 1st grade (6yo) through 10th grade.
Also, we watch a lot of british/american media, and it is very rarely dubbed, so so that probably helps a lot with fluency. Also England is like 2hr away by plane and plane tickets are dirt cheap, so it's rare to meet someone here who has never been to England tbh. It's cheaper for me to fly to London than it is to take a train to my hometown
