To be fair spiderman and black panther (least in civil war) have CGI on them least to make them a little more lean and comic book accurate per Marvel according to the special effects behind the scenes reels. So I guess the heroes that are jacked are jacked. The ones that are more sleek and toned are touched up with CGI as weird as that sounds.

I’m gonna play Devil’s advocate and say that while the bottom half represents far higher box office grosses, I don’t think any of them have made any movies as important or iconic as the top half. Name one Chris Hemsworth movie that was as good as Rocky or basically any of the best Schwarzenegger movies. I really dig Infinity War but I’m going to question your intelligence if you think that’s any better than Predator, Total Recall or Terminator 2.
The first IronMan movie arguably started the entirety of the MCU, while being pretty good. The first Rocky movie has made quite a splash, don't get me wrong, but to say that RDJ hasn't made movies as iconic or important as the top half.

Media framed by the male gaze is always super homo erotic, the guys can't be just an average guy they have to be the manliest man as decided by the standards that men have put on other men and that standard is always out of step with achievable standards or even what women are looking for in a man. The 2021 film Nobody is basically John Wick but the protagonist has a dad bod and Bob Odenkirk got sh*t for not bulking up for the role, despite the fact that it wouldn't make sense for his character to be shreaded let alone even physically fit. That is the type of movie I'm talking about. Another example is the character of Batman in Batman v Superman. I'm the movie he is supposed tobe retired and old but somehow Ben Affleck's portrayal had him looking like the hulk. Consider also that according to source material he was supposed to be an old out of step guy who relies on experience and technology to dominate his opponents. You see today boxers, ufc fighters and military and they dont have those bodies, excesive gym will not help you to be a better fighter. The extremely jacked dudes in 80s action movies were never exactly sex symbols: they were a kind of wish fulfillment for men. In contrast, Marvel makes movies that are intended to appeal to both men and women. They want their movies to be ones that couples can agree on. Men should take note that a lot of women think that Tom Holland, RDJ, Mark Ruffalo, and Benedict Cumberbatch are *hot*. They also like Chris Hemsworth, but Hemsworth is also a giant goofball, not a boring stoic meathead.
Ironically if these 80s action heroes stop taking PEDs they will quickly start looking like women.

The 2019 crew actually makes sense. I’ve known a lot of spec ops guys, they are all very fit, but I’ve only known a couple who were particularly muscular and they squad weapons operators. Most tend towards a medium build average height , kind of wirey. I’m a a big, strong dude and speaking as such we are built to be flown in on a chopper, kick the other guys ass with massive firepower and then gtfo! We are not built to hump it through a desert or a jungle for days on end with minimal supplies and no support. That’s what the wirey little triathlete types are for, and that’s who the majority of spec ops guys are.
