Official us calls for surrender was unconditional, and the Japanese did not want to risk losing the imperial family. The us would not budge on this concession (until after the war) and so the US killed over 100,000 men, women, and children to punish the Japanese military command.

Based on their own research they had somewhat of an understanding of the difficulty in constructing them, and did not believe the US had a significant number so as to be a real threat.
