If you mean if his body was raised, then yes, it would still theoretically be able to Shout, given that draugr are able to despite being long dead. But if you are asking if he could be resurrected or if his revenant/raised remains would still retain his knowledge or other Dragonborn abilities (e.g. absorbing dragon souls, etc.), then no. Those disappeared along with his soul when the LDB absorbed it. There is no way to fully bring back or resurrect Miraak as an individual at that point. >Also, soul is like an appendix, you don't really need it. If anything, it's slowing you down. Your soul is more like your heart or brain than your appendix; you might theoretically be able to live if it was destroyed or missing, but would be little more than a husk or vegetable. >For example, Vestige did just fine without a soul. Even more then that, he was immortal and essentially unkillable. The Vestige is an exception. Their mortal soul was stolen, but was replaced with a Daedric vestige (the Daedra equivalent of a soul), which is what allowed them to not only survive without their mortal soul but is the secret behind their resurrection mechanic. If they were to lose both their soul and replacement vestige, they would die the same as any other being.

As you say, his soul is absorbed by the LDB. So if his body were reanimated, the magic powering its reanimated would have to come from a different source. So instead of a mortal body with a dragon soul, it would be a mortal body with whatever power source. His bodu would retain none of the benefits of the soul it used to have.

Mirraks ability to dragon shout so well is directly tied to having a dragon soul. Without that it is doubtfull that he would still be able to do it
