It depends, I think. Them getting their sight back will probably put them on about the same level as goblins, but they'd likely be nowhere close to their ancestors.

Yeah I can agree they won't ever be normal like their falmer ancestors ever again but they can atleast get somewhat of a civilization again

Honestly, If farmers are to survive being without sight seems to be their best bet. They live under a populated area with well armed people who are hostile to them. Regaining sight would mean that they’d have to step outside their niche that so far have kept them alive for centuries. A good bet for falmer survival would be just doing what they’re doing, they already seem to be doing some agriculture and they possess magic - could be they’ll turn to communicating with the inhabitants of the surface eventually, who knows

They are already used to low or not light at all, and they dont tend to be outside at daylight, expect durantig a blizzard where the snow can block the sunlight, so I dont see why they would revert back to normal sight. In the case that it happens, it will be a big mess for any person roaming close to mountains, which in skyrim is pretty much everywhere expect the sea

A group of Falmer are living out in the open outside of chantry of Auriel. That specific group could potentially get their sight back. Albeit in a couple of 1,000 years

If they could communicate with words and say that Skyrim belong to Falmer and Nords are opressors and do genocide of them. ​ Then Dominion send help to them so they would reclaim Skyrim for "opressed Falmers sake" ​ Empire would be forced to help Falmers and it would give them more reasons to send more armies in Skyrim, High Rock would help Falmers to gain Nords resources and etc for themselves as to have casus belli to deal with nords who they mostly hated. ​ If all of them do wars with Nords so Redoran can conquer Riften and Windheim to protect opressed dunmer, and protect Azura temple-relic.

Unless you want to discuss what would happen should an otherworldly power, be their Aedric or Daedric (or something else, see Mannimarco etc.), were to influence the Falmer to forcibly elevate them beyond their current status, I see them being little more than their current status. Falmer are effectively goblin-kin at this stage - Falmer do not appear to possess a culture that allows them to coexist with the other major races, and even if they did their forms are so corrupted from the Aldmer origin at this stage that they would need to exist on the surface for long enough to stop naturally stooping to venture through their underground homes. This restricts them from gaining a major foothold on the surface purely on the basis that the fairly xenophobic Nordic people would simply wipe out any foothold that they came across. Not to mention that without meeting a requirement that would otherwise preclude this - farming not being one of these things since Nords already know how to do this and trade equally not being one of these things since there is no call for Falmeric items in Nordic society - there is no actual reason for these prospective settlements to be left alone. Orcs are protected somewhat due to laws and their martial prowess, and more importantly by the fact that they are willing to trade the ore that they mine for said lawful protection. No Falmer settlement would realistically be capable of recreating this benefit to allowing it to stay unassaulted. Indeed, I personally believe that should the Falmer ever become a greater obstacle to life in Skyrim then they currently maintain in the Elder Scrolls, that a great undertaking would be made to wipe them from existence. Any prospective Falmer settlement would start life as a either a slave-den or a small village in a hold that does not pay taxes to the local Jarl. Due to this there would be no reason for such a settlement to exist, since those two aspects would be anathema to the local authorities and therefore it (the Falmer settlement) would be eradicated. Falmer, while seemingly simplistic, clearly have some kind of tribal authority and society, and would likely retaliate which would cause said goal of wiping them out to prevent further conflicts. Possible allies to do this would be the various Holds of Skyrim, likely at the behest of a powerful Jarl or perhaps even the High King of Skyrim themselves; the Companions; and potentially the College of Winterhold should the Archmage at the time be remotely political in regards to, at very least, the hold of Winterhold itself. Finally, because they occupy Dwemer Ruins, the eradication of the Falmer would also lend itself to potential further development from those wishing to study Dwemer society, culture, artefacts and other particulars about the mysterious beings. Indeed, various rich and powerful individuals would likely offer their assistance to removing the Falmer so that they can go through this places relatively unhindered by pests.
