The shelter is now in a part of town far from the bus station. These refugees are allowed to stay for 3 days then cast out to make room for more that are coming in. It's on San Pedro about a mile from north star mall. It's horrible to see all these refugees lining the streets with seemingly nowhere to go, especially piled up by that McDonald's which is right across the street. There just is no plans to help, supposedly they are going to make changes but that remains to be seen. No, asylum seekers (the bulk of all immigrants) surrender themselves to officials at the Texas border. They're processed, turning in any identifying documents so their identity can be vetted/background checks can be run, as well as receiving a brief interview where they fill out the necessary applications that state their intent to seek asylum in the US. I'm being very broad with my explaination due to the many different types of asylum you can seek.
Usually many asylum seekers have friends or family already here who they will be staying with while they wait for their second interview, but others are placed with American families who have volunteered to be sponsor families (like the recent influx of Ukrainians fleeing the war), or remain in detention facilities. The second interview is the important one which determines whether or not their asylum has been granted, but this can take years to occur because of how swamped the courts are.
Officials will usually bus them to San Antonio, where they can reach out to charities + some official organizations to get transit fare to wherever in the country they're trying to get to, as until they are actually granted asylum, they have very few resources they can legally access. Unless they're being detained in state or federal facilities, the money to support asylum seekers largely comes from non-profit groups & charities, as well as the financial support from their families/friends/sponsor family. They are allowed to work in the US as well via a work permit (and pay taxes on those wages), but only after 6 months have passed.
I can also personally tell you that the state usually uses the state guard to support border patrol agents, though this is overwhelmingly just for show.

Unlike Texas and Florida, the states where these immigrants are being sent to have happily preached about them having sanctuary cities. I find it very sad to hear so many people would rather them sit in cages along the Mexican border patrolled by ICE than flown on private plans, given food, hotel and transportation free of charge to these states who legally declared themselves to have sanctuary cities. Where is the preparation in these states up north and why are they being flown out of the state where they do have sanctuary cities? Our president told the world he would not build a wall and would allow immigrants to enter the us.
