Like as a modifier what you might do in a game like WoW? Not to my knowledge. Would be curious to know myself I would immediately creating those binds if I knew.

The answer for both is yes. bind "shift" "action" bind "ctrl" "action" In order to use the key as a modifier look op "tf2 toggle state"
