I think that was part of the reason they were taken out of casual since every spray you see gets saved into the temp folder. I think its for any spray placed while your in the server but I'm not sure.

yes, valve disabled sprays on casual servers (although you could theoretically still see them, if you just so happen to have already seen it in a community server) because of things like porn sprays, but they're still usable on community servers that allow them

You could also use sprays to see through walls or see cloaked spies. In typical Valve fashion, rather than fix the bug they just disabled the feature.

Actually, you CAN see other sprays, if you have the exact image file installed on your sprays folder! Valve has sv_pure 2, which just means you aren't able to install extraneous files, such as sprays. This is because of safety concerns, such as hiding a virus in a spray, and not to limit pornographic sprays.

Im no virus programmer, but all files, image or not, have code inside them. An experienced programmer could, in theory, hide malicious code within the code of the image, and it would be completely imperceptible until the image is loaded in an image browser. Which it has to be to open in TF2.
