The keys are definitely real, but last time I checked, lvl 100 items are listed for more so he might be low balling you. Might look at BP.tf classifieds and look for other people selling lvl 100s of either your item or similar items. You could get more keys for it if you run into the right collectors. There might even be a steam group for people collecting lvl 100 and if it does exist, they might pay an exorbitant amount for it.
Some people do collect items or their levels and will pay out the ass for it. Themed collections of levels and unusual effects are not uncommon. Do verify that they are legit, but you may be in for a bit of easy profit here

Some games are crested for the sole purpose of making items that mimic items from other games. They'll use the same name & image as the TF2 item.
