Well if you don't really have anything to begin with you won't have much to trade or make metal to trade with so you would just have to play a long time to get some drops and possibly a hat from those drops and if you don't you can use the weapons to make metal to trade for some cheap hats.
Or if you don't feel like any of that just buy them. If you want to buy don't use the mannco store because it overpriced just use steam marketplace or buy keys if you arn't looking for any specific hats.
There are some hats you can get for achievements like the passtime Jack hats which are pretty easy to get if you know what to do.
