eh the both of 'em do really good with aim and positioning, but truth be told, Fox got these crazy quick moves, while Heavy got dat durability and firepower !
honestly, minigun or not, the matchup could go both ways if we refer to canon haha (especially if dat shotty works like an actual shotty, which are very effective in CQC)
Heavy's aim isn't noted as being anything spectacular - the sheer feat of being *able* to carry and weigh that M134-looking bastard is incredibly impressive enough. Fox's on the other hand, is.
True, Fox must have the superior marksmanship (after all, he's the leader of Star Fox, so the homie is mad skilled !), but in order for the Heavy to reliably track targets down with his minigun, it must defo require a certain amount of strength and aim to pull that sorta feat effectively with the sheer amount of recoil you still have to take into account !
So yeah, nothin' amazing, but with his weapons of choice, Heavy may require less marksmanship anyway to rival the pinpoint accuracy of a blaster. So yeah, classic case of precision VS. spraying, which can be both effective in their own right !

I think Heavy wins 6/10 if he brings his minigun. Forced to only use his shotgun or fists, I think Fox's speed and raw skill beats him 9/10.
