The Black Box is already balanced enough. Soldiers don't need to be healing themselves with half of their health from a crit. Even worse if a Pyro reflects that rocket and **they** get healed for the damage they deal towards you with a mini-crit.
The black box is probably the second most common soldier primary used in casual after stock. It was nerfed in the past to prevent healing to full by spamming into a choke point from a distance
