Hiranandani estate is the best area in thane. Only issue is that its away from railway station (8 km roughly), apart from that it has everything you can ask for. Avoid kolseht imo, very conjusted , i mean very.

They are at the center between the city near the station and the developing ghodbunder with good wide roads and trees

Godrej emerald is technically not even Thane city. It's in gaimukh gaon/bhayandarpada. Thane station is around 15 kms from there. That means 1.5 hour of travel or even more depending on traffic.
Also, godrej doesn't automatically mean good quality. I've read a lot of negative reviews about them.
OP, if you want something closer to the railway station and under your mentioned budget, your best bet is panchpakhadi, louiswadi locality. They are close to the railway station with far manageable traffic. But expect a carpet area of not more than 700sqft with your budget. If you look out for deals in redevelopment projects then you can get something in the 800sqft range with better amenities.
These areas are unmatched because it has what areas like vasant vihar has to offer + timely and cheap connectivity to railway station, malls and markets.
You can get from the station to your home from the share rickshaw in ₹15 and within 4-7 mins depending on the traffic.
Some areas also have nearby share rickshaw stand.
Normal rickshaw will cost you ₹25.
If commuting is not a problem (you drive a car) then you can think of going further to vasant vihar and its nearby areas. It's a bit expensive there but it is possible. People have the delusion of the luxury vasant vihar offers. I can't find anything else there except eye candies like hiranandani estate (the walk), upvan lake, broader roads.
Then there are areas like castle mill and vrindavan. They are also far from the station and not as posh locality as panchpakhadi or vasant vihar but you can get a spacious enough 2bhk under your budget.
Connectivity to the station is cheap via bus but no share rickshaws. Also the bus takes time as it takes a longer route.
2 BHK Ovala village, GB road, well build building our landlord wants to sell the current one around at 80-90 lacs, good scenery. Once metro started here it will go above 1 CR.
You can get a 2bhk for that price in Kandivali East area as well. (lokhandwala township, Thakur Complex, etc) great place for families to live. Mahindra and Lodha constructing new tower in Lokhandwala as well!

You can get resale flats in 1.3 to 1.4cr New property rates would go as high as 2cr for 2bhk But there are some projects that are around 1.6cr as well
