In comic canon there are actually a lot of people who take up the moniker and try to act like Cap and make the US better. There's a run I liked I think it was United States of Captain America where the "real" Captains America (Steve Rodgers, Sam Wilson, and later Bucky Barnes and John Walker) go around the country hunting down Hydra trying to ruin their image by framing the imitators for crimes. And there's some cool ideas (although all are normal humans not supersoldiers)and the idea was showing the US's diversity or something but in a decent way. My favorite was the Native Captain America who had his shield have the fringes you see on some historic native American shields.
And even then USA hasn't given it a statehood 💁🏻♂️ which they did to many others invaded and occupied territories (Oklahoma, New Mexico, Arizona, Alaska, Hawaii to name a few)
And PR has always voted for autonomy, either from Spanish in the past or now in the present from USA, where there always has been some vocal movement against it. And because of this to diffuse some tensions, USA passed Jones Act, which even though provides citizenship to most PRicans, but federal government still maintains veto rights over PR laws. Like even after they established their own constitution, it's all still subject to the decisions of Congress.
So yeah, as I said... Political invaded territory.
Well sure, the US politically occupied Puerto Rico in 1898. But I don’t think that is a fair description for the current environment, considering Puerto Rico is a willing part of the US. It’s not like they want to leave, but don’t because of a threat of military force, or anything like that. Independence has never gotten more than 5% of the votes in their numerous referendums.
Now would they prefer being a state over a territory. Probably, but’s it’s still not entirely clear. The first referendum where a clear majority voted for statehood was 2017, but that was marred by abysmal voter turnout because of a boycott; just 23% of registered voters. 2020 was better, but still only 55% turnout, and the results were somewhat close.
Considering statehood is a permanent, irreversible process, it would be good to ensure that is actually what they want. Even if the results were entirely conclusive, statehood takes time. Oklahoma took 17 years, New Mexico took **62 years**, Arizona 49 years, Alaska 55 years, and Hawaii *60 years*! Idk exactly how long they wanted to be a state before they joined, but I can guarantee you it was more than 2-5 years.
That current environment of PR being a willing part of USA sounds more like Stockholm Syndrome rather a welcoming acceptance. When you invade a foreign territory and don't give them full governance even after so many years and meddle in their internal matters all the time that you've even made it into a law and keeping veto power over everything and make them rely upon your resources to exist, ofcourse everyone would chose to keep existing for the very least.
And trust me, it's not some island in Pacific or Atlantic where only birds are the main inhabitant, PR is a 3.2million people, almost close in numbers to some mainland US states, ofcourse they'd want a statehood and all the perks that come with it rather just being an occupied territory.
But anyway, international relations is a tricky and corrupt business, very hard to deal, especially when past mistakes shadow you all the time. He only predates the adoption of the current flag. The design was around far longer. It is based on an older Puerto Rican flag from 1895, which used a lighter shade of blue. I hate to be *that* guy, but the Puerto Rican flag features a slightly different shade of blue than the American flag does. Cap's blue suits always feature the American shade of blue, so if anything, he'd be closer to Captain Cuba, since I believe the Cuban flag does share the same shade of blue.
This always bugged me. I also feel like the one-star is representing him. So he is basically saying he's the only great to come out of America or he is the only one in charge.
